White house told NSA briefings broke the law

Rep. Jane Harman The top Democrat on the House Intelligence Committee told President Bush Wednesday that the White House broke the law by withholding information from the congressional oversight committees about a new surveillance program. Did they understand that in the white house?


Did Bush understand it? Or it sounded to him like someone was speaking in a foreign language?
