Why so late?

I can not help it but wonder why the president did not inform us about this earlier? Why does he let us know 4 years later? Is it maybe because he tries to change the topic of conversation from the corruption of the republican party and his administration to a topic that he thinks will help the republican party (again) in the upcoming elections? Why now? Why did n't he tell us 4 years ago?
